Good news!
Our technicians were able to narrow-down this problem with launching Painter Essentials 4 to a conflict with Logitech Web Cams. I have followed up with everyone on this thread and have provided them a work-around as follows:

Type in "msconfig" in the "Search" area at the bottom of
your Start Menu. (Depending on your settings in Vista it may prompt you for
permission to launch the "System Configuration Utility")
Select the "Services"
tab, and in the scrolling window on that tab, find the "Service" called "Process
Monitor" with Logitech listed as the Manufacturer for it and remove the
checkmark from the checkbox.
Click OK and re-start your system.

This seems to have resolved the problem with everyone I have spoken to that has tried it. If you are reading this post and are encountering this problem and this work-around does not help you, please contact me directly.
